QCDO’s Micro Enterprise Development & Business Loan Program
was created in 1998 to address a need to stimulate,
cultivate, and support business development efforts of
women, minorities and small businesses in Quitman County and
surrounding areas.
The title "Micro Enterprise Development" indicates that we
specialize in assisting very small or new businesses in
their earliest stages of development. The program was one of
five pilot projects throughout the Delta supported and
funded by the W. K. Kellogg/Mid-South Delta Initiative to
create positive economic change in the Mississippi Delta.

Program Mission
To increase and provide support to the number of women,
minority and small businesses in Quitman County and the
North Mississippi Delta Rural Enterprise Community Area
(Panola and Tallahatchie) by providing access to affordable
loan products, one-on-one technical assistance and business
development techniques for clients.
Loan
Program
Our loan program is compiled to provide the best and most
convenient services to our clients. Loan terms and interest
rates will be determined on a per loan basis and on the
basis of collateral, credit and investment of the borrower.
Our loans funds range from $1,500 - $150,000 to be used for
community development projects, the establishment of new
businesses, the expansion of existing businesses and the
creation & retention jobs.
The types of loan projects targeted for this program are:

Non-bankable deals – loan applications or business
projects that do not fit the banks lending criteria

Start-up/new businesses – businesses that have been in
operation for less than one year.

Gap Financing – providing additional funds needed for
working capital, inventory, equipment, renovations, etc.
